DESCRIPTION


The selected vendor will be responsible for delivering comprehensive Medicaid third party liability (TPL), recovery audit contractor (RAC), and Medicaid estate recovery (MER) services. Scope includes: managed care TPL data exchange and evaluation, secondary recovery, subrogation, casualty reduction, cost avoidance, and Health Insurance Premium Payment (HIPP) program support. The provider must be able to adapt to program changes post-implementation and support all necessary data conversion, migration, transition, and implementation activities to ensure operational continuity.

Vendors are required to maintain robust accounting systems and procedures that conform to generally accepted accounting principles and standards. They must operate all relevant systems, applications, and infrastructure, adhering to agency enterprise data governance, quality, and information management requirements. Vendors need to ensure the secure collection, exchange, storage, access, retention, and transmission of sensitive or regulated data using industry-standard encryption and protection in accordance with applicable laws, regulations, state policies, and security requirements.
