The vendor is required to provide comprehensive marketing, advertising, and community media relations services. Key responsibilities include developing structured referral pipelines and expanding community partnership networks to support participation in non-credit programs such as small business development, new media, and marketing. The vendor will advise on targeted enrollment growth strategies, offering ongoing written consultation regarding media programs, publicity, special promotions, and community and intergovernmental relations.

Additional tasks involve providing technical assistance with website and digital matters, preparing and disseminating press releases, and offering consultation and spokesperson services as needed for activities, achievements, and programming across all relevant media (print, digital, TV, and radio). The vendor will also be expected to research and provide data and consultation to inform strategic marketing plans, as well as prepare and oversee production of print, digital, TV, or radio materials necessary for promoting special projects and daily or long-range operations.
