(1) Vendor needs to provide market operational and planning model solution.– Provide a planning and operational model solution including platform services, maintenance and support capable of performing functions.– Solution should also include flexible, efficient reporting and data extraction functionalities.– Network management and modeling system and steady state planning case to retrieve network modeling data, including generation, transmission and load, for operational, resource and budget planning purpose.– Interface with an updated generation database compatible with network management and modeling system transmission topology.– Schedule user group meetings where users can participate and make suggestions on potential model upgrade.– Develop and evaluate congestion revenue rights nominations and offer strategies for annual and monthly, auctions.– Provide text–based and graphical tools to display.– Map to display transmission topology, including transmission outage, transmission congestion, generation resources, and load bus.– Dispatch and transmission diagnostics.– Transactions evaluation capabilities.(2) All questions must be submitted no later than December 17,2025.(3) A pre–bid conference will be held on December 10,2025.(4) The contract period will be for five years.
