The required solution must encompass platform services, ongoing maintenance, and comprehensive support, with the capability to perform essential operational and planning functions for market and network management.

Key features should include robust, flexible reporting and efficient data extraction functionalities, as well as a network management and modeling system that includes steady-state planning case tools for retrieving critical network data—such as generation, transmission, and load—to support operational, resource, and budget planning activities. The solution should interface seamlessly with an updated generation database that is compatible with the transmission network management system, and allow for the development and evaluation of congestion revenue rights nominations and offer strategies for both annual and monthly auctions.

Additionally, the platform should include intuitive text-based and graphical reporting tools, including mapping features for visualizing transmission topology, congestion, generation resources, and load buses. Diagnostic tools for dispatch and transmission, as well as transaction evaluation capabilities, are also required. The vendor will be expected to facilitate regular user group meetings to gather feedback for ongoing model enhancements.
