DESCRIPTION

The issuing organization is seeking information from vendors capable of providing a commercial off-the-shelf managerial cost accounting platform through a software-as-a-service subscription or licensing model. The requirement also includes implementation and configuration services offered as a bounded, fixed-scope engagement rather than an open-ended professional services arrangement.

The platform should support activity-based costing, job costing, and standard costing, with administrator-configurable allocation rules, cost drivers, cost activities, mappings, and business rules that do not require custom software development. It should also support year-to-date costing with 12-month accumulation, equalization, and normalization adjustments.

Vendors should describe their approach to ingesting at least 130 million records per month from multiple financial, operational, and clinical source systems. Required reporting and data-extract capabilities include CSV, TXT, and Microsoft Excel exports, configurable ad hoc reporting, and outbound extract processing. Responses should state the platform's actual sustained and peak throughput capacity, along with any embedded artificial intelligence, machine learning, or intelligent automation capabilities related to cost modeling, anomaly or outlier detection, data quality management, or reporting.
