Making Moves Program Statewide Administrator Services

A government authority in New York is seeking a vendor to provide statewide administrator services for the Making Moves Program (MMP). The program is described as a successful two-year pilot initiative led by the state attorney general and is designed to support voucher families in underserved communities by expanding access to housing opportunities in low-poverty neighborhoods with high-performing schools and other important resources.

Under the program, mobility counselors work closely with tenants to identify and secure housing in well-resourced areas. Using a variety of data sources, the program identifies census tracts where families may have greater access to opportunity. Services associated with the mobility program include tenant and landlord outreach and education, housing search assistance, pre- and post-move support, and financial incentives and assistance.

The selected statewide administrator will be responsible for disbursing federal funds to local mobility programs, tracking expenditures, establishing statewide policies and procedures, setting goals for each local program, documenting outcomes, approving financial incentives, and providing access to technical assistance and national best practices. Questions are due no later than August 17, 2026.
