DESCRIPTION
The government authority in Raleigh, North Carolina is seeking a vendor to provide lockbox remittance services for water, sewer, and solid waste payments. The selected provider will be responsible for end-to-end payment handling, including payment processing, daily deposits, staffing, equipment, workspace, transportation, and secure storage associated with the receipt and processing of customer payments.
The services must include daily mail pickup, same-day processing of standard and nonstandard payment items received from the post office, and transmission of payment credits to the agency’s bank depository in time to ensure same-day deposit. The lockbox solution must interface with Oracle Customer Care and Billing for utilities and support secure posting of data.
In addition, the provider must maintain a backup or contingency plan to ensure service continuity in the event of disaster or equipment failure. The scope also requires imaging and secure archival of transaction items, same-day hard copy and/or electronic retrieval of transaction records upon request, and the provision of daily, weekly, monthly, and annual reports and images through an agreed delivery method.
