DESCRIPTION


The government authority in San Diego, California is seeking a consultant to provide feasibility study services for two potential freeway lid locations over Interstate 5. The project will explore mobility options, feasibility, planning, and conceptual design for transforming these areas into park space that reconnects surrounding neighborhoods, expands green space, and helps mitigate vehicle emissions.

Scope of work includes project administration, including a kick-off meeting, regular coordination with the agency, progress reporting, budget tracking, and invoicing support. The consultant will also perform existing conditions analysis, review applicable best practices, and deliver a public participation and stakeholder outreach approach designed to encourage broad and meaningful community engagement.

Additional tasks include developing a mobility solutions matrix addressing short-, medium-, and long-term needs around each potential lid location, as well as preparing lid feasibility assessments and conceptual design packages. This work includes base map development, preliminary survey and utility mapping, matrix development, scenario analysis comparing the two locations, and preparation of draft and final reports with executive summary, project overview, key findings, and implementation recommendations for the preferred solution.
