DESCRIPTION
The agency seeks a vendor to provide comprehensive legacy application development and sustainment support services. The scope includes full life-cycle application management for legacy systems, as well as technical and software development support to enhance and maintain existing capabilities.
Services required include responding to and correcting Tier 2 and Tier 3 incidents, centralized development and database support for contracting and financial management legacy systems, and sustaining operational capabilities by troubleshooting software issues. The vendor will be responsible for developing, testing, and implementing change requests, including converting Visual Basic 6.0 (VB6) applications to web-based or .NET solutions, and adding new system capabilities as required.
The contractor must provide technical expertise to ensure high system availability, maintain and update documentation such as standard operating procedures and decommissioning plans, and modernize data structures, system integrations, and reporting. Additional responsibilities include contract management, support for web and mainframe applications, DBA and application support, system administration, cybersecurity, and Information System Security Officer (ISSO) support.
