DESCRIPTION

The city requires a comprehensive learning management system (LMS) platform to support landlord training initiatives. This project includes the provision of a cloud-hosted, SaaS-based LMS solution, scalable initially for 50 active users. The hosting must occur in an international cloud environment, such as Amazon AWS, with a minimum uptime guarantee of 99.5% available 24/7.

The selected vendor will be responsible for complete platform implementation, including any necessary customization work beyond standard setup to accommodate the city's landlord training courses. The vendor will also provide remote training for city administrators to ensure effective platform operation, and should furnish rates for optional onsite training.

Ongoing technical support must be ensured by a dedicated support desk. Standard support is required via email and a ticketing system on business days from 9:00 AM to 5:00 PM local time. The SLA must include initial response times of 8 to 24 hours for standard issues, with expedited 30-minute average response and specified resolution targets for service outages and bugs. Bidders may optionally propose a pricing tier for enhanced voice-based L1 support. The contract period is one year.
