DESCRIPTION


Grand Traverse County Jail is seeking a vendor to provide a comprehensive inmate communications system. The requested solution includes inmate telephones, video visitation, inmate digital request and grievance forms, a jail-to-inmate communication platform, and mobile tablets. The system is expected to be web-browser-based and easy to use.

Required functionality includes outgoing calls only, advance notification to inmates and called parties before call termination, and the use of personal identification numbers (PINs) for inmates. The system must also detect and prevent three-way or conference calls, except for calls to attorneys or other approved numbers, detect extra digits dialed after a call is accepted, and alert the called party to the per-minute cost prior to acceptance.

The proposed solution should also be capable of providing voice biometric functionality to assist with identity authentication. In addition, the system must support immediate, real-time live monitoring of calls in progress through either a vendor-provided multimedia PC workstation or predetermined desktops on the county's local area network.
