DESCRIPTION


A government authority in Springfield, Illinois is seeking investment technology and RFP consulting services to modernize its investment operations and technology environment. The engagement is intended to establish an integrated, scalable, and well-governed environment with authoritative investment data, stronger data quality and governance, reduced manual processes and spreadsheet reliance, improved system integration and reporting, enhanced controls and cybersecurity, business continuity support, and the ability to accommodate future growth, advanced analytics, and artificial intelligence where appropriate.

Phase 1 will involve a comprehensive assessment of the authority’s current investment technology, data, operations, reporting, governance, applications, data sources, interfaces, workflows, reporting tools, manual processes, and technology-related controls. The consultant will compare current capabilities with relevant industry practices, identify gaps and improvement opportunities, recommend a target-state operating model and technology and data architecture, and develop a prioritized implementation roadmap.

Phase 2 will provide procurement advisory services for one procurement initiative identified in the approved roadmap. Services will include developing business, functional, technical, data, integration, security, implementation, and reporting requirements, as well as providing technical and subject matter expertise to support proposal evaluation. Evaluation scoring, vendor selection, and contract award decisions will remain the authority’s responsibility. Potential Phase 3 implementation advisory services would be separately defined and negotiated through a Statement of Work and contract amendment. Questions are due by September 18, 2026.
