Vendors should propose a cloud-hosted solution, specifying the service model (such as SaaS, PaaS, or IaaS) and the development model (including Private, Public, Community, or Hybrid Cloud options). The solution should provide multiple system environments—such as production, development, and test—as well as define shared system components and address requirements related to data storage, transfer limits, and bandwidth needs.
