Integrated Governmental Software

The City is seeking proposals for an integrated governmental software system (ERP) designed to modernize operations, enhance both financial and operational reporting, and ensure regulatory compliance. The selected solution must provide a unified platform that connects all necessary modules, supporting seamless data sharing, automated workflows, and centralized reporting. The system should also allow for secure migration of historical accounting and operational data.

Required software modules include Financial Management (General Ledger, Accounts Payable, Cash Receipting, Invoicing/Receivables, Project Accounting, Fixed Assets), Budget Development and Forecasting, Procurement, Grant, and Contract Management, Payroll, HR, Time Management, Benefits Administration, Property Tax Billing, Delinquent Tax Billing, Stormwater Utility Fee, Reporting, Audit Trails, and Executive Dashboards. Implementation services are expected to encompass project planning, system configuration, data conversion, migration of historical records, testing, quality assurance, and phased rollouts.

The chosen vendor must also provide end-user and administrator training, as well as knowledge transfer activities for City staff to ensure smooth adoption of the system. Comprehensive ongoing support is required, including a help desk with a designated IT contact, regular system updates and enhancements, cybersecurity compliance and monitoring, as well as refresher training.
