The selected vendor will provide comprehensive insurance archival and policy reconstruction services for a government authority in Essex, New Jersey. The primary objective is to identify and retain a consultant who will locate, reconstruct, and analyze historical insurance policies and related documents, including lost or incomplete coverage records from previous decades.
The consultant will systematically search for historical insurance documents such as policies, binders, declarations pages, certificates of insurance, and associated paperwork through both primary and secondary sources. These sources may involve former insurance carriers, brokers, reinsurers, third-party administrators, municipal and county records, state archives, underwriting files, claims files, and accounting records.
When primary documents are missing or incomplete, the consultant is expected to reconstruct policies using secondary evidence such as specimen policies, industry-standard forms (including ISO forms), broker correspondence, premium audits, and other contemporaneous records. Additionally, the consultant will support the agency and its legal counsel in preparing evidentiary materials for insurance coverage claims, including affidavits, certifications, and expert reports for litigation or negotiation purposes. The consultant must also be available to discuss coverage matters and strategy with the agency and its attorneys. The initial contract duration will be one year.
