The State of Illinois is seeking a vendor to provide information technology enterprise modernization solutions focused on secure, cloud-enabled contract file management and workflow automation. The project requires the implementation of a contract file management system that aligns with Zero Trust Architecture (ZTA) principles and is capable of replacing fragmented legacy tools currently in use.

The solution must be deployable across unclassified environments, supporting terrestrial data centers and a variety of cloud environments, including Azure, Amazon Web Services (AWS), and on-premises deployments, at Impact Level 5 (IL5). It should be cloud-agnostic and possess a Department of Defense (DoD) provisional authorization.

Core features must include automated workflows for routing, approvals, and notifications, as well as secure document management functionalities such as version control and document retrieval. Additionally, the solution must offer secure, well-documented APIs for integration with other systems, enabling automated data exchange and workflow orchestration. All APIs must adhere to industry best practices for security, authentication, and support modern data exchange formats.
