DESCRIPTION


The vendor will develop a growth strategy for expanding an Indigenous entrepreneurship program and its network of Indigenous Financial Institutions (IFIs). The strategy will identify capacity-based skill levels across the national network and define the supports required for sustainable expansion.

The work will include market research and options analysis, including research into organizations that have achieved comparable performance-based results, interviews or feedback gathering from organizations with similar programs, and identification of key opportunities and concerns. The vendor will also assess risks that could impede expansion, recommend mitigation strategies and support models, and examine factors within the Indigenous entrepreneurship ecosystem that may influence demand for capital from IFIs and entrepreneurs.

Additional activities will include researching internal supports needed for IFI expansion, assessing external strengths and weaknesses relevant to national growth, and reviewing existing CRM and LMS functionality to identify performance metrics required for network expansion. Stakeholder consultation and needs assessment will address the business tools, strategic and organizational capacity, and financial viability requirements of IFIs at low-, medium-, and high-performance stages.
