DESCRIPTION

The El Paso County Sheriff's Office is soliciting proposals for an independent, comprehensive assessment of its operations, organizational structure, staffing methodologies, workload, deployment practices, resource utilization, operational effectiveness, facility utilization, and future service needs. The assessment is organized into three priority areas: Detention Operations (Priority 1), Law Enforcement Operations (Priority 2), and Administrative and Support Services (Priority 3). The project aims to provide data-driven recommendations to enhance operational effectiveness, accountability, fiscal stewardship, and safety. The engagement is expected to last approximately four to six months.

KEY REQUIREMENTS

Must have demonstrated experience evaluating large law enforcement and correctional agencies
Must be able to comply with all federal, state, and local laws, rules, regulations, ordinances and orders
Must have a satisfactory record of performance
Must have a satisfactory record of integrity and ethics
Must have been in business of providing services for a minimum of one year
Must provide a separate technical approach, staffing plan, project schedule, assumptions, and not-to-exceed cost proposal for each Assessment Area
Must provide a bundled not-to-exceed price for the complete project
Must provide proof of insurance including professional liability, general liability, automobile liability, worker's compensation, and cyber liability
Must submit a mandatory Code of Ethics Training Affidavit or On-Line Code of Ethics Training receipt
Must submit a W9 form
Must submit a Safety Questionnaire with supporting documents
Must submit a Conflict of Interest (CIQ) Form
Must submit three references
