DESCRIPTION


The Commonwealth of Virginia is seeking a vendor to provide an iLottery system along with associated services and ongoing support. The system must include robust transaction and payment processing, networking, rigorous testing and diagnostics, programming formats, and reliable servers with modern integration methods. Both hardware and software must be upgradeable to newer models or versions without disrupting operations. The iLottery system should maximize performance and speed across multiple devices and connection types, ensuring high availability without interruption.

Secure connectivity must be maintained between data centers, the Internal Control System (ICS), and all player-facing platforms, including websites and mobile applications. System access for users must be strictly controlled and auditable by the Lottery, with comprehensive controls to detect and prevent fraud and other security threats.
