DESCRIPTION
The vendor will provide strategic planning, executive facilitation, research and analysis, stakeholder engagement, and project management services to support development of a human services modernization plan for a state agency. The vendor will serve as a strategic modernization planning and facilitation partner and establish an engagement approach and project management plan.
Expected deliverables include an advisory council charter and operating model; a current-state assessment of business, technology, governance, organizational, and modernization conditions; a stakeholder engagement and alignment summary; and a strategic framework defining the shared vision, guiding principles, objectives, desired outcomes, priorities, and success measures for modernization.
The vendor will also develop a comprehensive and actionable modernization plan, provide recommendations for strengthening state modernization capabilities, and identify transition-to-implementation actions, decision points, governance activities, and future planning considerations. Executive and legislative briefing materials will be prepared to support communication with agency leadership, the modernization advisory council, the legislative commission on human services systems, and other stakeholders.
