DESCRIPTION
The vendor will provide human resources strategic planning and research analysis consulting services to support recruitment, workforce development, organizational effectiveness, and related HR functions that advance the effectiveness of City operations. Services will include expert and research-based advice on HR strategy, workforce development, organizational design, process improvement, compliance, operational excellence, and leadership development.
The selected consultant will coordinate with the City to create and conduct an interview process, develop objective and job-related interview questions for finalists, and verify candidates’ educational backgrounds, licenses, and required credentials. The engagement will also include organizational assessments, analyses, reviews, pre- and post-assessment surveys, talent assessments, workflows, job designs, and other related plans.
The vendor will develop individualized development plans for executive leaders based on assessments of their skills and effectiveness in their current roles. The consultant will also provide plain-language marketing and communication materials promoting program availability in print and electronic formats. Questions regarding the solicitation must be submitted no later than September 22, 2026.
