DESCRIPTION

The program consists of two workshops, two tabletop exercises, and two full-scale exercises over a two-year period, addressing transportation-related threats and hazards including terrorism, active assailant incidents, hazardous materials releases, cyber-physical disruptions, and infrastructure failures.

KEY REQUIREMENTS

Must be a qualified consultant capable of providing a Homeland Security Exercise & Evaluation Program
Must be able to design, develop, conduct, and evaluate six HSEEP-compliant operations-based exercises
Must have experience with transportation agencies, emergency management organizations, and public safety agencies
Must provide a project organization chart identifying the project manager and key personnel
Must provide resumes for the project manager and all key personnel
Must comply with all applicable Federal, State, and Local laws
Must certify compliance with Executive Order 12549 regarding ineligible contractors
Must provide insurance as required in the contract
Must comply with Equal Employment Opportunity laws and regulations
Must be able to perform all services within a 730-day period
