Health Insurance Information, Counseling and Assistance Program Services

The selected vendor will provide health insurance information, counseling, and assistance services to low-income, dual-eligible, and hard-to-reach beneficiaries for a government authority in Albany, New York. Counselors must be equipped to provide in-depth and complex guidance on Medicare, Medicare prescription drug coverage, Medicare Advantage plans, enrollment, coordination of benefits, Medicare Savings Plans, and the Low-Income Subsidy.

Services will include assistance with selecting Medicare prescription drug and Medicare Advantage plans, screening and applications for Extra Help, EPIC coverage, Medicare Supplement insurance, prescription drug and medical equipment payment options, Medicare rules and medical bills, fraud and abuse, appeals, coverage gaps, long-term care insurance, preventive services and screening visits, and consumer rights. The contract period will be one year. Questions must be submitted by September 3, 2026, and proposals are due September 11, 2026.
