(1) Vendor needs to provide grants management system. – Deliver a grant management system that supports all phases retrofit program workflow. – The system must include these key features and functionalities necessary to support effective program management. – Support and enable integration with other relevant software, government entities, platforms, or APIs as required. – Create and retain system audit logs and records to the extent needed to enable the monitoring, analysis, investigation, and reporting of unlawful or unauthorized system activity. – Provide audit record reduction and report generation to support ondemand analysis and reporting. – Identify system users, processes acting on behalf of users, and devices. – Establish an operational incident–handling capability for organizational systems that includes preparation, detection, analysis, containment, recovery, and user response activities. – Protect (i.e., physically control and securely store) system media containing information, both paper and digital. – Develop and implement plans of action designed to correct deficiencies and reduce or eliminate vulnerabilities in organizational systems. – Prohibit remote activation of collaborative computing devices and provide indication of devices in use to users present at the device. – Provide protection from malicious code at designated locations within organizational systems. – Identify unauthorized use of organizational systems.
