(1) Vendor needs to provide grants management system.– Applicant Portal: A user–friendly, mobile–enabled portal for online application submissions, supporting various attachment types.– Document Tracking: Robust capabilities for managing and tracking submitted documents.– Reviewer Portal: A dedicated portal for reviewers to access applications, conduct comparative scoring, and provide feedback.– Application Status Tracking: Essential for reviewers; optional for applicants.– Monitoring Plan Setup: Tools for creating and managing monitoring plans, augmented with automated reminders and triggers.– System Integration: Integration with procurement and financial systems for reporting, inventory management, and adherence to donor–specific thresholds.– Technical Assistance Tracking: Functionality to track technical assistance and in–kind disbursements.– Performance Monitoring: Tracking of milestone completion, financial commitments, actual payments, and cost–sharing contributions.– Automated Communication: Automated end–of–grant communications.– Project Archiving: Secure archiving of completed projects.– User Interface: Mobile–friendly and multilingual access.– User Access: Ability to assign different roles to stakeholders involved in the grant management lifecycle.– Billing: Ability to bill per project.(2) All the questions must be submitted no later than October 27, 2025.
