DESCRIPTION

The selected consultant will support the GO-SEMI Office in preparing for the physical growth and expansion of the semiconductor ecosystem across New York State. Key deliverables include infrastructure planning, site readiness analysis, environmental permitting support, and project management for semiconductor supply chain developments. The initial contract duration is 24 months, with an option to extend for an additional two years.

KEY REQUIREMENTS

  • Must demonstrate deep, multi-disciplinary institutional knowledge and verifiable experience in planning, design, and engineering fields
  • Must have licensed Professional Engineers (PE) and Registered Professional Land Surveyors (PLS) with experience in large-scale industrial site preparation
  • Must have experience managing complex SEQR and NEPA processes for major industrial developments
  • Must have verifiable history supporting major semiconductor or high-tech advanced manufacturing projects
  • Must have thorough knowledge of New York’s Climate Leadership and Community Protection Act (CLCPA)
  • Must be able to provide Commercial General Liability insurance of $1 million per occurrence and $2 million in the aggregate
  • Must be able to provide Professional Liability insurance of $1 million
  • Must be able to provide Worker’s Compensation and Employer’s Liability insurance at State statutory limits
  • Must be able to provide Disability insurance coverage at State statutory limits
