The government authority in Washington, DC is seeking a vendor to provide global digital threat lab services focused on protecting civil society, human rights defenders, and other independent voices from technology-based repression online. The work is intended to increase knowledge and threat information sharing about digital tactics used by governments and other threat actors, with particular emphasis on commercial spyware and other advanced attack methods.

The selected vendor will identify, track, and analyze digital attacks and key threats to privacy and the online freedoms of expression, peaceful assembly, association, and freedom of religion or belief. The project includes reporting and disseminating digital threat information and research findings on a global scale to independent actors at high risk of spyware and other cyberattacks.

Scope of services includes conducting advanced digital forensics to identify attack mechanisms, recommending or performing remediation actions, and sharing threat intelligence. The vendor may also support existing help desks, or establish new ones when needed, to respond to emergency digital security incidents. Additional responsibilities include conducting digital security audits, developing security improvement plans, and delivering customized training, workshops, and ongoing technical support related to evolving attack and threat trends.
