The vendor must demonstrate the ability to conduct research methods such as surveys, focus groups, intercept interviews, and usability testing.

The selected vendor will develop and present integrated marketing campaign plans using tactics that may include print materials, videos, television and radio public service announcements, digital display, social media, customer correspondence, website content and graphics, direct mail, transit and outdoor advertising, public education materials, and presentations. The vendor will also analyze and recommend the most effective combination of paid and unpaid media, including direct mail, social media, transit, outdoor, digital display, print, television, radio, and partnerships.
