A vendor is sought to provide a comprehensive Forensic Toxicology Analytical Platform suitable for use in a medico-legal forensic toxicology environment, supporting overdose surveillance, toxicological confirmation, and medico-legal death investigation functions. The system must include an Ultra Performance Liquid Chromatography (UPLC) system, a Triple Quadrupole Mass Spectrometer (TQ-MS/MS), all required pumps, autosamplers, column managers, detectors, controllers, and workstations with the necessary processing specifications. All required software and licenses for full analytical functionality must be provided, as well as benches to contain the entire system—including soundproofing for pumps—operational stands, mounting systems, and all accessories, consumables, and components needed for complete operational startup.

The scope of supply also includes installation, calibration, startup, and operational verification services. The platform must support forensic toxicological screening and confirmatory analysis of biological specimens and enable the detection, identification, and quantification of emerging synthetic opioids, fentanyl analogs, nitazenes, novel psychoactive substances, and reserpine sensitivity. Analytical requirements include multiple reaction monitoring (MRM) acquisition mode, appropriate sensitivity, specificity, and dynamic range for forensic toxicology workflows. The offered system must ensure data acquisition, processing, reporting, and management compatible with the existing forensic toxicology laboratory environment. A mandatory pre-bid conference is scheduled for June 24, 2026, and questions must be submitted by June 25, 2026.
