The National Oceanic and Atmospheric Administration (NOAA), through its Office of Marine and Aviation Operations (OMAO), is seeking to procure fleet stability software support services for its fleet of 15 research and survey vessels. The intended contractor, Herbert–ABS Software Solutions of Alameda, CA, holds the proprietary rights to CargoMax and HECSALV, the stability software currently in use within the NOAA ship fleet.
