The Province of Ontario is seeking a vendor to provide a robust, cloud-based SaaS solution for financial planning and analytical functions. The desired tool will enhance functions such as planning, forecasting, reporting, and analysis across all Financial Planning and Analysis (FP&A), finance, and other business operations. A key requirement is the ability to integrate seamlessly with a wide variety of enterprise systems—including cloud-based, on-premises, and hybrid environments—with support for databases, data lakes, and third-party applications.

The solution must offer a configurable and user-friendly interface that allows administrative customization, including modification of logos, colors, banners, scripts, workflows, and system notices. Comprehensive audit trails for all data and access actions, together with detailed account management, are essential. The platform should also enable secure data purging according to retention policies and prevent orphaned records. Security is a priority; the product must incorporate strong security controls, support SSO using Microsoft Entra ID, and provide real-time alerts, integrity monitoring, data loss prevention, and robust reporting for all security events.

Integration capabilities are also central to this engagement, with expectations for robust ETL functionality to support seamless data transformation. The SaaS tool should facilitate connectivity with key platforms used by Ontario, such as OneStream (CPM), Dynamics 365 Finance and Operations, Azure SQL, Power BI, Ceridian Dayforce, SharePoint, and Shopify. The contract for this solution will be for a period of one year.
