The government authority located in Windsor Locks, Connecticut is seeking a qualified vendor to provide comprehensive financial advisory services related to airport finance. The scope includes the development of a weekly airport finance update highlighting trends in bonding at other airports, bond market developments, rating changes, and key aviation industry news that may impact bonding activities.
Additionally, the selected firm will be responsible for creating financial plans for the airport's capital improvement program, evaluating the financial feasibility of proposed initiatives, and assessing alternate financing structures. The contractor will also participate in presentations, discussions, and negotiations with stakeholders such as insurers, rating agencies, investors, underwriters, and others as required.
Ongoing financial advice must be provided regularly and on an as-needed basis, covering market conditions and trends, financial products, credit analysis, alternative financing mechanisms, and special facility financing. The firm will also oversee the structuring, timing, and pricing of airport bond issues. The initial contract will span three years.
