A federal agency based in Washington, DC is seeking a vendor to provide a comprehensive modernization solution for its human resources information technology systems. The scope includes developing a platform capable of delivering complete and accurate time-to-hire (T2H) reports in compliance with measurement requirements and Office of Personnel Management (OPM) guidance.
The desired solution must offer a configurable business process framework for managing and generating personnel actions across all major types of HR transactions, with the goal of minimizing data entry and integrating all personnel action request (PAR) data within a single system. Key capabilities should include retroactive corrections to personnel records, management of effective dates with detailed audit trails, and the ability to process and document corrections to records and forms such as SF-50s in sequence.
Additional requirements encompass future mode processing (allowing actions to be entered and scheduled for future pay periods), automated compensation data updates based on new determinants, tracking and management of adverse and administrative actions, and the ability to manage recruitment, retention, and relocation incentives according to business rules. The system must also enable tracking of annuitants, future dated personnel actions, reasons and entitlements for separation, and within grade increase processes in line with OPM regulations. Performance-related awards and associated personnel actions should also be processed and tracked within the platform.
