The County Association of Governments in Visalia, California seeks a qualified vendor to conduct an evaluation of the feasibility and impacts of implementing fare-free local public transit as part of advancing sustainable, equitable mobility solutions. This initiative aims to determine whether fare-free transit can be launched without negatively affecting the financial viability of local transit operations and to identify potential benefits for underserved communities.
Key project tasks include analyzing fare collection data, ridership, and formula funding; conducting public outreach workshops with stakeholders; forming and engaging an advisory committee; and preparing a comprehensive draft and final plan for review. The consultant will be responsible for developing an implementation strategy if fare-free transit is found to be feasible, and will facilitate board review and approval of the final deliverables.
The contract term will be for one year. Interested parties should note that all questions regarding the RFP must be submitted by June 26, 2026.
