DESCRIPTION


The County seeks a vendor to provide independent ERP migration implementation support and advisory services. The engagement is intended to improve accountability for project scope, schedules, deliverables, decisions, risks, and issues; identify implementation risks before they affect cost, schedule, or operations; strengthen data conversion, testing, payroll validation, and implementation readiness; and assist with escalating and resolving significant vendor issues. The model should avoid duplicating routine project management functions already contracted through Tyler Technologies.

The work includes an initial project health assessment involving review of Tyler contracts, statements of work, implementation plans, schedules, and project documentation. The vendor will evaluate milestones, dependencies, assumptions, resource requirements, overall project status, vendor recommendations, proposed scope changes, and change orders, while providing independent oversight and advisory support.

The vendor will also provide HCM and payroll expertise covering human resources, payroll, time and attendance, advanced scheduling, recruiting, benefits, employee self-service, data conversion, interfaces and integrations, and security and roles. Data conversion responsibilities include reviewing the conversion strategy, testing strategy, acceptance criteria, defect management, and outstanding critical issues. The County may exercise a one-year option for post-implementation support, including development and training assistance. Questions must be submitted by September 17, 2026.
