Features must include the integration of energy data from platforms such as ENERGY STAR Portfolio Manager, portfolio-wide progress tracking, report generation, and visualization tools—including public dashboards and web maps.

The vendor will also be responsible for offering robust customer support through a dedicated help desk, focusing on educating building owners about benchmarking processes and assisting with account setup and reporting. Additional responsibilities include performing bulk data clean-up, particularly addressing invalid or missing contact information, and providing tools that deliver actionable insights such as report cards or energy improvement recommendations. The proposed platform should convert varied energy use data into emissions and standardized metrics in accordance with EBPS requirements.

Support for under-resourced buildings is a priority, and the solution should ensure strong customer relationship management and accessible, transparent results disclosure. The contract is anticipated to span three years, with all vendor questions required to be submitted by December 16, 2025.
