Environmental Health and Safety Compliance Solution (Due September 30, 2026)

An environmental health and safety compliance solution is sought to evaluate the structural, hydrological, operational, and maintenance aspects of project works. The assessment will support public safety and compliance oversight.

Lead engineer must be an approved FERC Independent Consultant.
Lead engineer must have performed at least three FERC Part 12D Independent Consultant inspections in the last 5 years.
Lead engineer must have performed at least two potential failure mode analysis (PFMA) reviews in the last 24 months.
One of the three required FERC Part 12D inspections must be of a large concrete and earthen embankment dam.
Independent Consultant(s) should be licensed in New York State.
Independent Consultant(s) must have a minimum of ten years of experience in dam design and construction, and in the evaluation and assessment of the safety of existing dams.
PFMA facilitator must be a licensed professional engineer or licensed engineering geologist with a minimum of ten years of experience in the evaluation, design, construction, monitoring, and operation of dams.
PFMA facilitator must have attended a FERC-sponsored PFMA training workshop or equivalent.
PFMA facilitator must have assimilated the information and written the report for at least one PFMA.
Level 2 risk analysis facilitator must have training and experience in semi-quantitative risk analysis (SQRA) or quantitative risk analysis methods.
Level 2 risk analysis facilitator must have attended a FERC-sponsored semi-quantitative risk analysis training workshop.
Level 2 risk analysis facilitator must have attended training in quantitative risk analysis methods similar to those described in Best Practices for Risk Analysis in Dam and Levee Safety (BOR/USACE, 2019).
