Connecticut is seeking proposals from qualified vendors to provide a cloud-based enterprise training and compliance management software platform designed for a higher education and organizational setting. The platform should deliver, track, and report both required and elective trainings for a diverse audience, including faculty, staff, student workers, students, contractors, and affiliates.

The sought solution will centralize compliance training such as FERPA, Title IX/Clery, HIPAA (where applicable), data privacy, cybersecurity awareness, GLBA Safeguards, and other regulatory topics. It will also support professional development and optional learning pathways. Integration with central systems—including identity management, HR, and learning management systems—is required, as are robust analytics and audit-ready reporting capabilities. A modern learner experience must be ensured, accessible via both web and mobile devices, with the capability for in-person trainings as well.

Functionality should include a Software-as-a-Service (SaaS) platform capable of multi-tenant or private cloud hosting with a guaranteed 99.9% uptime SLA. The software should provide an extensive courseware catalog of regularly updated compliance courses, support for multiple languages, and meet accessibility standards (WCAG compliance). Content authoring and ingestion tools should allow creation and editing of custom courses, quizzes, and acknowledgments, as well as uploading SCORM and xAPI content and managing content versioning.

Additional requirements include SOC 2 Type II attestation (within the last 12–18 months), SSO capabilities (SAML 2.0 or OpenID Connect/Azure AD Entra ID), user synchronization via SCIM 2.0 or secure API/file integration, and advanced data mapping for user attributes.
