Enterprise Resource Planning Software, Implementation and Operational Support Services

The buyer is seeking a vendor to provide enterprise resource planning software along with implementation and ongoing operational support services. The solution must be delivered as a vendor-managed SaaS platform, with all data and backups residing in Canada. It must include encryption for data in transit and at rest, be hosted in secure and resilient managed data centre or cloud environments, and include documented backup, disaster recovery, and availability commitments. The system must also support Microsoft Entra single sign-on with multi-factor authentication and provide secure APIs or standard integration methods.

The ERP solution is expected to support core finance functions including accounts payable, accounts receivable, general ledger, and address book management. It must also provide procurement capabilities such as purchase orders, receiving, purchase requisitions, contract management, and vendor management. In addition, the platform must include human resources and payroll functionality covering employee lifecycle management, benefits and pension management, organizational charts, absence management, and a self-service portal.

General system requirements include audit trails, data quality and integrity controls, workflows and approvals, and configurable business rules. Questions are due by August 7, 2026, and the anticipated contract term is five years.
