(1) Vendor needs to provide Enterprise Resource Planning (ERP) journey partner service. – Provide strategic, program–level and hands–on execution support for a multi–year ERP transformation project across Finance, Human Capital Management (HCM), and Budget domains. County currently has a mix of software platforms. Executive briefing and business case baseline (cost, benefits, ROI scenarios). Governance Charter (Steering Committee, escalation paths). Initial risk, dependencies and mitigation plan. Program funding models and phasing recommendations. Current–state HR process mapping (recruitment, onboarding, benefits, payroll, classification, employee relations). Develop Request for Proposals (RFP) working closely with agency functional and technology teams, manage functional and technical evaluation, run demos, coordinate site visits, reference checks, select system integrator/core ERP vendors and platforms. Translate business processes into solution blueprints, finalize integration, data architecture, customizations. Build new ERP system, configure, create integrations across enterprise systems, perform unit testing. Perform end–to–end integration testing across enterprise systems/functional domains like Finance, budget and HR and achieve successful user acceptance. Perform 2 to 3 successful end to end mock cutovers to establish confidence in the new system including successful data conversion from current ERP systems to new ERP systems. Monitor new system closely, work towards stabilization, identify opportunities to improve and optimize the new ERP system within first 90 days, 6 months to 1 year.
