A county in North Carolina is seeking a qualified partner to support a multi-year Enterprise Resource Planning (ERP) transformation project spanning the Finance, Human Capital Management (HCM), and Budget domains. The selected partner will provide strategic guidance, program-level management, and hands-on execution throughout the ERP journey.

Responsibilities include conducting executive briefings, developing business case baselines—such as ROI scenarios and cost/benefit analysis—and establishing governance charters and risk mitigation plans. The partner will assess current state HR processes including recruitment, onboarding, benefits, payroll, classification, and employee relations. Additional duties involve assisting in the development of future RFPs, managing evaluation and selection processes for system integrators and core ERP vendors, and creating solution blueprints aligned with business processes.

The selected vendor will oversee configuration, integration, and unit testing for the new ERP system, with comprehensive end-to-end system and integration testing across finance, budget, and HR functions. Tasks will also include performing multiple end-to-end mock cutovers to ensure successful data conversion, as well as providing post-implementation support to monitor system stability and suggest optimizations during the first year of operation.
