The State of California is seeking a qualified vendor to provide a modern, secure, and scalable cloud-based Enterprise Legal Case Management (ELCM) Software-as-a-Service (SaaS) solution. The selected contractor will be responsible for integrating the solution with the agency’s Single Sign-On (SSO) via Azure Active Directory, as well as any approved third-party systems.

Key responsibilities include configuring core SaaS modules such as user roles, permissions, matter types, document templates, and workflows. The contractor will also be expected to implement custom fields, develop reporting dashboards, and set up integrations for calendaring, email, and document storage systems. In addition, the vendor will extract and cleanse historical case data, perform test migrations, and execute the final production data migration.

The contractor must ensure thorough configuration and testing of SSO integration and any additional approved system integrations. Comprehensive system integration testing will be required to verify all modules and integrations are functioning as intended. The contractor will support user acceptance testing led by the agency and promptly resolve any critical defects identified. The contract term is five years, and a pre-bid meeting will be held prior to the submission deadline.
