DESCRIPTION


The agency is seeking a vendor to provide a modern, enterprise-class learning management system (LMS). The solution should be a comprehensive, configurable, commercial off-the-shelf platform supporting the administration, delivery, management, tracking, and reporting of employee training, academy operations, certifications, compliance, scheduling, inventory, and related operational functions.

The system is expected to replace fragmented systems, manual workflows, and spreadsheet-based recordkeeping with a secure, centralized, scalable, web-based platform. It will serve as an operational hub for managing instructors, certifications, regulatory compliance, equipment, inventory, assets, reporting, and administrative activities while streamlining workflows, automating routine processes, reducing duplicate data entry, and improving data integrity and information visibility.

The vendor should provide customer support for critical and noncritical failures, troubleshooting, software updates, patches, maintenance releases, documentation, release notes, and ongoing technical assistance. Proposals should address service-level agreements, system availability, uptime, maintenance schedules, response and resolution targets, software maintenance, security updates, feature releases, and customer notification processes. Data migration is required from legacy LMS platforms, including PoliceOne and Agency360, as well as Microsoft Excel, SQL databases, and Microsoft SharePoint.

The solution should address security and compliance requirements involving Criminal Justice Information Services, SOC 2, ISO/IEC 27001, the NIST Cybersecurity Framework, and FedRAMP. Vendors should also describe artificial intelligence capabilities, generative AI usage, training data practices, customer data protections, options to disable AI features, and user training.
