Summary:
Massachusetts seeks a vendor to implement a modern enterprise e-licensing platform with robust workflow, integration, and migration capabilities.
(1) Vendor needs to provide enterprise e–licensing platform.– to transition to a modern, low–code application platform capable of supporting dynamic workflows, robust integrations, and enhanced user experiences.– The external portal will be a secure, user–friendly interface where constituents can apply for permits, submit documents, pay fees, track application status, and manage renewals or amendments.– The internal portal is workflow–driven workspace where staff review applications, collaborate across agencies, apply regulatory conditions, and make permitting decisions.– Vendor will design and implement a modern, enterprise permitting platform that establishes the foundation for all future permit types. The platform will provide:• User authentication SSO• Permit record management, unique IDs, statuses, history, audit log, comments, internal notes, activity timeline.• Workflow engine, configurable and provide end–to–end automation for the permit review cycle, including regulatory timelines.• Notification and correspondence model that centralizes and automates all system and user communications.• GIS and address services• Document/attachment management• Fee/payment processing integration• Reporting and dashboards• API framework for integration with external systems• Accessibility compliance• Admin console– The permitting platform will include a comprehensive Permit Model that standardizes how permits, licenses, and related authorizations are created, stored, and managed across the enterprise.– The project will include a structured migration of all active and renewable permits from the legacy platform into the new permitting system.– The vendor will conduct a structured go–live process to transition from testing into production operations.– Provide a defined stabilization phase to ensure smooth adoption, operational continuity, and rapid issue resolution.(2) All the questions must be submitted no later than December 5, 2025.
