The Commonwealth of Massachusetts is seeking a vendor to implement a modern enterprise e-licensing platform designed to support dynamic workflows, robust system integrations, and an enhanced user experience. The platform will facilitate the transition from legacy systems to a low-code solution capable of efficiently managing various permit types, streamlining both the application process for constituents and internal review procedures for staff.

The solution will include a secure external portal where users can apply for permits, submit documents, make payments, track statuses, and manage renewals or amendments. Simultaneously, an internal portal will provide staff with a workflow-driven workspace to review applications, coordinate across agencies, apply regulatory conditions, and make permitting decisions. The platform will offer features such as single sign-on authentication, comprehensive permit record management, configurable workflow automation, centralized correspondence, GIS and address services, document management, fee processing integration, reporting and dashboards, robust API frameworks for external system integration, accessibility compliance, and an administrative console.

A key component of the initiative is the standardized Permit Model, ensuring consistent creation, storage, and management of permits, licenses, and related authorizations. The vendor is responsible for executing a structured migration of all active and renewable permits from the current legacy platform, managing the go-live transition from testing to production, and providing a stabilization phase for smooth adoption and operational continuity.
