DESCRIPTION
The organization is seeking vendors to provide an enterprise document management platform with an initial focus on the rapid ingestion, optical character recognition (OCR), and management of approximately 1.5 billion legacy microfiche records. The goal is to transform these unstructured records into a searchable, queryable asset. The contracted vendor will lead the digitization of physical microfiche by scanning to produce both preservation-quality TIFF files and searchable PDF access copies.
In the mid-term, the selected platform will fully subsume all current document management functions, becoming the organization's primary enterprise document management system. The long-term objective is for this solution to serve as a scalable, extensible multi-tenant repository capable of integrating disparate document systems across the Department and providing advanced enterprise-wide business intelligence and data exploitation capabilities.
The platform must support document capture and ingestion from multiple sources, including batch scanning, web uploads, and secure file transfers (SFTP). It should be capable of handling various file formats such as TIF, PDF, Microsoft Office documents, and text files. The system will be built on the Joint Warfighting Cloud Capability (JWCC) infrastructure to facilitate future growth and modernization.
