DESCRIPTION


The selected vendor will provide design, development, implementation, and ongoing hosting and support services for an enrollment management system. The solution must employ architectures with no single point of failure, supporting fault tolerance and failover mechanisms across web, application, database, storage, and secondary devices to ensure high availability.

The system must include provider module environments for development, system integration testing, user acceptance testing, and production, with the flexibility to provision, populate, and configure additional environments as business requirements evolve. The production solution is expected to be accessible twenty-four hours a day, seven days a week, except for planned downtime during upgrades or routine maintenance.

A built-in Business Rules Engine (BRE) will allow authorized users to create, configure, and maintain business rules through a user-friendly graphical interface, enabling rule updates without coding by subject matter experts. The BRE must also support rollback to previous rule versions without disrupting production operations. The system will collect, validate, and track Clinical Laboratory Improvement Amendments (CLIA) certification information, including certification levels, specific procedures, effective and end dates, and location for claims adjudication purposes. Additional requirements include integrated spell check within notes and alerting mechanisms to notify relevant personnel of issues identified by the rules engine, along with the ability to respond to these alerts promptly.
