DESCRIPTION


The government authority in Carlsbad, New Mexico is seeking a qualified vendor to provide comprehensive on-call engineering, surveying, testing, and environmental services for various construction and road projects. The scope of work may include preliminary and final design, the creation of hydrology reports, surveying and staking, materials testing, and conducting environmental investigations in support of project development and disaster recovery efforts.

Additional services may involve planning associated with recent disaster events, analysis of environmental and community impacts, and addressing constructability issues. Vendors will be required to perform technical and field services such as boundary identification, right-of-way and easement assessments, geotechnical evaluations, and hydraulic modeling. Participation in public presentations, preparation of design documents and specifications, and support in funding, bidding, and negotiations will also be necessary.

Further responsibilities include construction administration, which covers construction inspection and materials testing, as well as the provision of other professional engineering services relevant to the project. The assignment may also require assistance with grant applications, intersection improvements, and traffic studies. All questions regarding the RFP must be submitted by June 16, 2026.
