The required system must highlight all mandatory fields, offer flexible and advanced search options, and feature automated workflows for notification and correspondence routing. It must provide interactive dashboards enabling users to monitor tasks, submissions, statuses, effective and due dates, and a complete action history. Security is paramount, with strict confidentiality measures for personal identification information (PII), accessible only by authorized users. The system should enable users to choose their preferred method of receiving official documents and notifications, store comprehensive records of all actions with timestamping and user identification, and secure these records against modification or deletion without administrative approval.

Additional requirements include easy access to forms and state laws, online user guides for all users, the ability to generate unique identifiers for transferred credits, options for accepting credits, and storing specific information for various credit types.
