DESCRIPTION
The vendor will provide an encampment outreach and engagement program in Yellowknife for individuals experiencing unsheltered homelessness, including people residing in encampments. Services must use trauma-informed, harm-reduction, and culturally safe practices to build trusting relationships, identify individual needs, reduce barriers to services, and connect individuals with appropriate supports.
The service will include maintaining a consistent and visible outreach presence; conducting engagement and wellness checks; providing information about available supports; and offering culturally appropriate information about Indigenous programs, organizations, Elders, and cultural resources. When requested, the provider will facilitate connections to Indigenous governments, Indigenous organizations, cultural supports, and community resources.
The vendor will collect and maintain outreach and engagement information, secure records, and protect personal information in accordance with applicable legislation, policies, and procedures. Reporting responsibilities will include participation in encampment monitoring and information-gathering activities, as well as tracking outreach contacts, referrals, transportation provided, supplies distributed, and other performance measures. Direct transportation assistance must also be provided within the municipal boundaries of Yellowknife.
