The procuring organization is seeking a high-speed, automated emergency staff notification system capable of delivering emergency and routine communications through voice calls, email, text messages, and desktop alerts across a wide range of devices. The system must support Microsoft single sign-on and allow users to create unlimited custom alerting groups, including hierarchical structures with nested subgroups.

The solution must support the creation, storage, and use of message templates, while allowing senders to edit templates before distribution or create messages from scratch. Recipients must be able to confirm receipt through telephone key presses, email, and text messages. Managers must have access to a real-time notification tracking dashboard to monitor delivery confirmations and other responses from assigned groups.

The system must operate 24 hours a day, seven days a week, with at least 99.99% uptime.
