The vendor will provide an emergency notification system with communications branded according to specified fonts, colors, and other custom styling. The system must integrate with the existing mass notification system and support free, instantaneous opt-in registration through PCs, mobile devices, Braille devices, and SMS. It must also include a customized resident registration portal.

The website must support a dynamic catalog of HD-quality videos designed to provide information and support to the sensory-disabled community, including videos created by third parties. The system must provide accessible interaction with screen readers, Braille displays, high-contrast modes, and screen magnifiers.

Personally identifiable information must be stored in encrypted form, with regular data backups and intrusion detection protections. The system must be scalable for an unlimited number of internal users and external subscribers, support simultaneous notifications through multiple communication methods, and include a hybrid deployment component to maintain service continuity and support during emergencies. The contract period will be one year, and questions must be submitted by September 16, 2026.
