The State of Delaware is seeking a vendor to provide a statewide, web-based emergency medical reporting and patient tracking system. This contractor-hosted solution will be designed to support the centralized collection, reporting, and tracking of emergency medical services (EMS) data across the state.

The system must integrate essential functions, including the emergency system for advanced registration of volunteer health professionals (ESAR–VHP), the health alert network (HAN), and the EMS data collection and reporting processes. The goal is to centralize and standardize EMS service provider information and volunteer credentialing into a unified platform that enhances public health preparedness, emergency response capabilities, interoperability with partner systems, and regulatory compliance.

The successful vendor will deliver a cost-effective, high-quality system to manage technology resources efficiently and provide enterprise technology services that support the missions of other organizations.
