DESCRIPTION


The vendor will provide replacement services for an emergency alert notification system and crash phone system. The solution must support immediate and reliable emergency alert initiation through crash phone activation, including off-hook detection, user-initiated alerts through authorized interfaces, and configurable alert mechanisms.

The system must provide integrated, real-time communication across telephony, radio, dispatch or CAD systems, and configured endpoint devices. It must operate continuously on a 24/7/365 basis, use redundant architecture to support high availability, and maintain reliable performance during emergency conditions. Required capabilities include tamper-evident and watermarked logs, an industry-standard operating system, emergency alert tones and prerecorded messages, live audio broadcasts, and distribution of authorized communications to endpoint groups, speakers, telephony devices, and radio systems.

The solution must record watermarked, second-level timestamps for the start and end of each off-hook call, identify calls and transmission errors in plain language, convert spoken tower and dispatch alerts into text, extract relevant information using error-reduction logic, and deliver the resulting information in an easy-to-read format. It must also support reporting on historical data and current Oracle datasets, as well as current and future emergency communication workflows. The contract period will be three years, and all questions must be submitted by September 24, 2026.
